		<description>I had red flags go off when I heard him make the health care comment.  But there's an audio clip somewhere and he states power resides with the states and not the federal government.  If I find it I'll post it.  I've seen him say the health care bill was not "good for Massachusetts"  that's a step in the right direction.  He at least is aware of the function of a senator is to look out for his state.  I haven't written him off yet but neither have I erected a tower to him :-)</description>

Thanks for the comments.

RTD 7 really is tied to RTD 6 - defining the General Welfare, Commerce and Necessary &#038; Proper Clauses.  Once defined, RTD 7 then by Constitution Authority forces any future congress from exceeding these.  Indeed, the 10th Amendment does have the power to achieve a similar goal, but in reality, it's too subjective.  The goal of these RTD's is to try and lock Congress in a box from which they never ever can escape.

Term limits while a popular idea really doesn't get us to the goal of the Founder...a very small central government.  So, while seemingly a solution, from my view, it distracts from the real debate we need to have and will hopefully be published on the 10th Amendment Center site in the very near future.  That debate revolves around whether we are or are not a country still under the authority of the original meaning of our Charter Documents; the Declaration of Independence and the Constitution.  To me, that's the real debate we need to have and let the chips fall where they may.
